i guess the only way you can make sure of this is to test it, however the easiest way get free mail (even on that has been post marked by the GPO) is to either return to sender (not known at this address) or to stick a sticker on the envolope with the original address crossed out and hand written Moved to: New address. worked for me on every occassionReport it!

maybe i should i rephrase the question.

are you allowed to use a franked envelope that has been sent to you by a business,to return back to them,
and use it for your own purpose
